The legislation includes:
- Closing a regulatory loophole that allowed agency workers to be employed on lesser rates than permanent employees
- Extending day-one written statement rights to workers, including details such as eligibility for sick leave, maternity or paternity leave
- Increasing employment tribunal fines for employers who show malice, spite or gross oversight from £5,000 to £20,000
- Lowering the threshold for a request to set up Information and Consultation arrangements from 10 to 2 per cent
